OKLAHOMA CITY - The death of a former University of Tulsa football player during an unsanctioned boxing event last year has led to a push for a new state law that would strengthen regulation of illegal combative sports.
Former TU linebacker George Clinkscale died in September 2011 following an unsanctioned boxing match at GUTS Church.
Overall, the medical examiner ruled Clinkscale , 24, died of natural causes. His cause of death was listed as sudden exertional death due to complications of sickle cell trait.
House Bill 2746, filed after Clinkscale's death, would give illegal combative sporting events stricter regulations under legislation approved by the Oklahoma House of Representatives.
“The death of George Clinkscale at an unsanctioned event was an eye opener that made it clear Oklahoma must have tougher regulation of these sporting events to prevent needless tragedy,” said state Rep. Dan Kirby, R-Tulsa. “This legislation provides a better way to stop unsanctioned matches and penalize those who put fighters’ lives at risk."
HB 2746 would give the Oklahoma State Athletic Commission regulatory authority over "combative sport" events deemed illegal, including boxing, kickboxing, mixed martial arts and wrestling matches.
The bill more clearly defines promoters of such events as any person or entity that produces, states, sponsors, organizes or otherwise holds a "combative sports" event.
The penalties for violations would increase under the bill to include a fine of up to $5,000 and up to two years in prison.
HB 2746 passed the Oklahoma House of Representatives on an 83-8 vote. It now proceeds to the state Senate.
Clinkscale played for TU from 2005 to 2009, graduating with a degree in exercise sports science.

Sounds like that applies to unsanctioned fights only.

This just doesn't make sense. How can the commission's lack of money interfere with the constitutional right to work, which includes organizing combat events? It's like you want to open a store, ready to pay for the permit, but the regulating body doesn't have a working printer so all stores are banned?
