I think he meant as in are there steroids you can take other than through injection. I agree its a weak way of trying to explain it which most people wouldn't even try I'd imagine because of how fake it is.

If he's stopped cycling now and has a TRT prescription he could a) re-test as a lower level b) get out on an implausible technicality c) get through on 'medical grounds'. Don't know enough of the technicalities...but personally I'd love it if the fight went ahead.
