If you don't use PEDS, you won't get caught cheating. If you don't take the test, then you are cheating boxing.

 

Regardless of his ability to come in at a contracted catch weight fight, the fact is he contractually agreed to it....attempted to get down to the weight but failed. In typical Floyd style he was able to throw money at the situation and eat $600K in a fine he paid based on his breach of contract.
