140 for JWW
147 for WW

Since Ross weighed over 140, he counts as being a "true" welterweight. Armstrong weighed under the lightweight limit at 133 (and he was fully clothed at the weigh in).

No regulation has been put in place since then to establish weight minimums. So there ya have it.
