While I dont think Ezzard Charles has THE best resume ( Either Ali, Robinson, Greb deserve theat notion imo)
Charles has beaten a great list of fighters from MW upwards including:
Burley, Maxim, Bivins, Basora, Moore (close to prime), billy smith, marshall, Elmer Ray, J.J Walcott, J.Louis.
And he is the only challenger that went the distance with R.Marciano

there are different ways you can look at it, i dont know much about the older fighters but Sam Langford could have a great resume since he went from lightweight to knocking out heavyweights, way better that what Pacquiao is doing. Also with top 2 or 3 wins from the moderns eras i would probably say SRL since he had the fabulous four and fought all of them

I'll throw Duran's name out there...

    Dominant wins over:

    Kobayashi
    Buchanan
    Thompson
    DeJesus
    Lampkin
    Bizarro
    E. Viruet
    Palomino
Moore(very good win despite his final record)
    Gimenez (underrated performance)
Castro II( Duran was almost 50 and beat a prime top 20 SMW!)

    Close wins over/competitive losses against:

    SRL
    Barkley
    Benitez
    Hagler

    1943-02-05 144½ Jake LaMotta 160½ 30-5-2
Olympia Stadium, Detroit, Michigan, United States L UD 10 10
referee: Sam Hennessey 47-52 | judge: Michael H. Butler 49-57 | judge: Joe Lenahan 45-55
Robinson was knocked down through the ropes in the eighth, being saved by the bell at the count of nine, after taking a right to the head and a left to the body. Referee Hennessey gave LaMotta five rounds including the last four. He gave Robinson four and called one even. Two other judges gave the same scores. The much heavier LaMotta charged Robinson at every opportunity with bull-like rushes. Robinson tried to outbox his shorter opponent but had a lot of trouble keeping him at bay.

There are 17 divisions and four possible "champions" in each. 68 world titles? :rofl  :patsch

Oh, how the numbers of 'rated opposition' would plummet if made to fit into only Eight, with One championship in each. :deal

I don't think Pep and Saddler (great as they are) come even relatively close to SRR, Greb or Ezz. Or Amstrong.
