I think he knows he's just not on the level of a Mayweather and Pacquiao now. I think he was hyped up by hbo for so long it got to his head, and as soon as the bubble eventually burst after his first loss it got to him. He knows he can't beat Ortiz.

If the ingestion or injection or the absortion of that substance is the "kiss of death" 4 banned steroid testing, maybe he wants a way out of the game but at the same time, looks strange that after losing an opportunity to cash in in future fights, he would simply drop it and in spite of making a declaration on that decision. Maybe he's hoping this will open his door to fight Floyd. Perhaps Floyd will take the "I will give you a second chance" route whether real or played out, but that may be sufficient enough to bring in enough buyers for a PPV after Mayweather gets out of jail. If Mayweather really wants to get into Berto's head, he might have a slogan like, "he's my tune up after servin hard time." That would draw in viewers and give him a dual story line to work on. Berto's not the best challenge, but he's the safest that can probably acheive a decent following against Mayweather who will likely start testing for steriods immediately, which will get into Berto's head as well if Berto really does have a situation with anabolics. This means that Mayweather could essentially make millions fighting one of the safest challenges the fans will accept, and probably look very good in the process of doing it. It's good matchmaking and comparitively risk averse and will probably be a PPV hit. By the time Floyd gets out of jail, it might be long enough to negotiate a fight with Berto and get him in the gym training.
