if usada as you claim does use cir testing on all their samples, why do they still screen their samples for their t/e ratio? why do they have that 4:1 limit??

...and maybe usada has tested some samples that have not been screened which would make this statement true, but there are a lot of articles that has said that usada does not do cir testing on every sample like what vada is claiming that it's doing.
usada also is not confirming that they do that.
