Well it was VADA who used CIR testing to detect Peterson had been using synthetic testosterone, despite him maintaining 'normal' levels.

 

They can test for Total Testosterone levels to see what it falls under. And when they do, they do not have to tell the public. It will be just "pass" "fail" to the public.
