That's a statement of fact

With Mayweather, he's made claims that are clearly his opinion that he's basing on anecdotal evidence. He has no way of knowing if they are true or not. With Montoya he's made claims that are based off what he is presenting as factual evidence. Montoya may very well know what he has said is untrue.
