You don't have to be union to make commercial money, SAG/AFTRA just merged like a month ago and once I graduate I have to join the union because of my union gig for Verizon, so right now I'm SAG/AFTRA-E (eligible)

It's why the commercial business is so competitive, because the union fees don't have to be paid until a gig is landed.

The gig was a week ago atsch, the cheque gets cut to my agent who then takes his cut and gives it to me and the residual agreement, and since it was a union gig, I have to sign the papers because the unions have just merged.

If that were the case then that would be obtained through the NSAC, not USADA or GB. Since the NSAC is a public entity I am sure that the exemption would have to be accessible to the public, though possibly protected under HIPPA laws.
