Why is it that hard to believe? Bookies make money when people bring them money. If the bookie is known to support bad fights (or has a hand in the fixing of fights) then people will very quickly not bring them their money. If you continue to bet with a bookie he continues to make money off of you. If you stop betting with the bookie because of bum decisions, guess who is out of business?
