Is Pacquaio really an ATG?

If I was able to decide Pacquiao's bouts, he would either be an ATG or exposed. Most of his fights were tailor made. Antonio Margarito for goodness sakes!

The only true fights he had were at 125 - 130

How he started to beat up welterweights is beyond me. They were all made for him nonetheless
