The problem is that since there's no pro boxing in Cuba they have to stay as amateurs for their entire careers and then yes they mostly fight younger opposition while they are older. If you can make money by going pro then you're not under their thumb as much, so obviously they don't want that.

Not really. Before Castro, Cuba had 6 pro World Champs and almost all of them were all time greats. Communism just switched their talents and applied it to the amateurs.
