Okay, now let's compare their 5 greatest wins and their resume. Checkmate, Pacquiao's resume shits all over Floyd's LOL.

 

You have to understand that going down in weight can have fatal results :roflatsch . Going up not so much.
Cotto fought his next fight @154 after being forced down to 145 by Pac, clearly Cotto didn't feel comfortable at Pac's rediculouse catch weight.
And again, Pac probably felt good fighting Mosley and Hatton because Money May had already schooled them :rofl

 

How is it ridiculous if Cottos fight before Pac was 147.atsch

 

Iv'e always thought their careers were just about even. The both have have a claim to fame:

Mayweather - Cleaned out the lw division and destroyed corrales
Pacquiao - Defeated the mexiLegends and bopped diaz

But once they stepped up in weight they're virtually the same. Hell they're fighting the same guys half the time. They're two sides of the same coin legacywise as far as I'm concerned.
