Valero had 18 which was a record until Tyrone Brunson 'beat' it with 19. I say 'beat' because what he did was an absolute joke; basically fighting a bunch of debutants, over the hill old men and straight out bums. As soon as he stepped up to fight someone with even the faintest pulse he was shown up. Just shows how rubbish KO records like that are in the first place, as anyone can do what Brunson did and fight a bunch of stiffs time after time...
