Whoever they feel the testing should go through.. Cost shouldn't matter to you if they agree to pay for it.. You cannot say they are more effective unless they tested the same people and came up with different results.. It could be VADA has tested two dirty boxers and USADA hasn't tested any. What if USADA has a clause in the contract that informs the promoters of a positive A sample so they can arrange to get a replacement instead of scrapping the entire event? That would probably be better financially then scrapping a whole event. Can't say which is better financially standing on the outside without all the information.
who pays for the drug testing?? If it's a test all the way to fight day, positive test comes a week before the fight, I don't think it would be that easy to find a suitable replacement. HBO/Showtime may also widthraw their money since it's not the fight they bought, the company promoting the fight may have to eat all the promotional cost and part of the money promised to the undercards.
