Ali won the second norton match. Norton himself said so. The third I consider a draw but a Ali himself gave the match to norton. The shavers ali fight was close and controversial but shavers himself admitted that Ali won. And I can't really argue with that
if you watch the video, Wepners foot is in line with Alis feet just before he throws. That alone isnt particularly poignant, but then notice that as Chuck moves his other foot forward, Ali doesnt lift his forward foot away, suggesting its trapped, instead he moves his backfoot forward in line with his front which immediately says he is trying to restore balance lost in his forward foot (this is ALL happening BEFORE Chuck lands his punch). So Ali is clearly off balance and in the process of falling before the punch lands.

Joe's decline started after FOTC, so it's entirely possible that Ali beats him even if Foreman doesn't get to him. Frazier only fought twice between that fight and the time he met Foreman, against less than spectacular opposition in Daniels and Stander. And in the Stander fight, he was actually rocked at one point by an opponent who was very game but awfully limited. Ali recovered better from the first fight than Joe did, and that means the outcome of the next two fights might well have gone in his favor regardless of the Foreman decimation.
