Yes thats when Floyd first brought them up, but in the begining they just wanted 3 blood tests, start of the tour, 30 days before the fight and after the fight.

When Pacquiao agreed, Floyd moved the goalposts once again.

He brought it up in the 11th hour when he had to sign the contract. Then when Pacquiao initially agreed to the test, when they were 3 tests at certain dates Mayweather kept moving the goalposts till Pacquiao said no.

Mayweather knew about Pacquiao's aversion to giving blood, because he publicly stated it in an interview after the Morales fight and in the 24/7 Hatton vs Pacquiao, he shows he not comfortable with the blood test and takes the day off training for it.

 

It is not a few tests over 30 days neither.
