The drug test was the excuse Manny used. There is an article that came out that that was the only thing left to make the fight for a March 13 2009 date..

Drug testing is not an excuse...it's a valid request and one that any athlete in this era of sports should never say no to. Not hitting baseballs or golf balls.

So if Manny would have agreed to the drug testing the fight would have been made.
