After the Pacquiao-Margarito fight, Pacquiao made it clear that he won't be fighting above 147. The size difference was just too much for him.

Pacquiao only weighed in at 144½ against Margarito which was for a catch weight of 150.
The best that Pacquiao could do is a Catch weight of 150 in a rematch against Cotto.

Mayweather weighed in at 151 against Cotto, Mayweather has a bigger frame than Pacquiao.
