Yes he was . His fight with Dick Tiger is a hell of a fight. Would love to see his FOTY with Joey Giardello but i think theres no footage of it unfortunately.

Of course not he was a light heavyweight. Pepe does do other threads and this us about a forgotten fighter who possibly deserved a shot at the light heavyweight title.

    Mauro Mina,,,,,

    A 5' 11 1/2" Light-Heavyweight who was a 'block of granite'.

Turned professional way back in 1954, as many of his early bouts in Peru, were not recorded.

Went 'undefeated' in his first '27' bouts by going 27-0-0 with (22 KO's), and all were in Peru.
By 1957 - the 23 year-old Mauro was the 'Prince of Lima'

Many of Mauro's early bouts were held at the Acho Arena (Plazo de Toros de Acho) a 6000 seat
bullring, where sell-out's were the normal routine when the 'Bombardero de Chinchina' would fight.

Mauro's 'first loss' was when he left Lima, Peru - and travekked to Sao Paolo, Brazil
to take on the Brazilaina Light-Heavyweight Champion, the 'dangerous'' Luis 'Luisao' Ignacio
    with a record of (38-4-1).

Mauro fought well, and appeared to do enough to get the win, but it was
Luis Ignacio who got the 'hometown decision'. It was Mauro's first loss in '28' bouts.

Following his 'first loss' in Brazil in October 1957 -

Mauro Mina returned back to Peru, and reeled off '4' straight wins, including
a 12-Round Decision win over 'Argetinian' veteran Antionio Diaz in a South
    American Light-Heavyweight Championshiop 'Eliminator Bout'.

The 24 year-old Mauro upped his record to 31-1-0 (24 KO's), and was
rated as the #2 South American Light-Heavyweight.

Powerfully built, at 5' 11 1/2", and with a good arm reach of 75".

Very tough, durable and could get rough whenever he wanted.

Wednesday Night - July 16, 1958 (Acho Arena Bull Ring - Lima, Peru)

In front of 6000 Lima, Peru fans - Mauro got 'half-revenge', when he fought
a 10-Round Draw with his 'rival' - 'veteran Argentinian' - Luis 'Luisao' Ignacio 41-6-1.

Mauro Mina at 31-1-1 (24 KO's) was ready to challenge for the South American
    Light-Heavyweight Championship.

Was his fight with Bob a close one, or did Mina clearly dominate Foster?

    Thursday Night - November 7, 1963

    Estadio Nacional - Lima, Peru

    Attendance; 21,500

Depending on who tells the story.

30 year-old Mauro Mina (Peru) and (176 lbs.), the #2 World-Ranked Light Heavyweight with a record
    of 45-2-2 (23 KO's).

    versus

    25 1/2 year-old Bob Foster (Washington D.C.) and (180 lbs.), unranked, and with a record of 11-1-0 (7 KO's).
    ---------------------------------------------------------------------------------------------------------

Some say Mauro thoroughly dominated the bout after the 5th Round, including flooring Bob Foster in the 9th Round,
and almost stopping the American Light-Heavyweight.

The Bob Foster people say, that Bob controlled all of the early rounds, and held on despite suffering a late knockdown
    in Round 9.
