how would he be fined when oscar controlled everything in his fight with forbes. it was basically a setup fight for oscar. forbes would not complain even if oscar missed the weight. did you notice the announcers not annoucing oscar's new weight and just hurriedly went on for the face-off?

 

Oscar isn't a state body, the state is the one who imposes the penalty and there is no way a fight would go through if someone is missing weight. It's not the first time they didn't announce the full weights on second or third attempts.
