Wlad's holding is excessive and therefore illegal. He held Mormeck 16 times in the first round of their fight. That should warrant a point deduction. Referees should be punished for not doing their jobs properly and illegally favouring Wlad. They'd be punished if they didn't caution low blows or rabbit punches, so should be punished if they ignore holding.
