Ray Winstone does do a different accent in 'The Departed' when he plays a Boston Irish American mobster but I think it would be kind to say he pulled it off convincingly. Still starred in a Scorsese movie though along side Jack Nicholson though so can't argue he hasn't done well with limited versatility.
To be honest mate Ray Winstone's accent in The Departed was absolute gash. Put me off every time he spoke.
John Barnes was one of the best footballers the English game has ever seen. Shite manager though. To even compare you to John Barnes is totally flattering you. Sexy Beast was excellent. You're a shite critic.
Sexy Beast was ****ing good,Kingsley stole the show but Winstone held up well alongside him,even in Scum Winstone shines. He's ****ing phenomenal in Nil By Mouth,one of the best performances by a british actor in recent memory to be honest.He was just plain scary in The Warzone and even in Love Honor and Obey he's the dogs bollocks.

I think she was fantastic in Kidulthood, just because the film was mediocre, doesn't take away from her performance, now compare that to as you say, Dead Set, not as well known as her fathers works, but her performance was again fantastic.
Hoskins is in one of my all time fave movies,long good friday,he wins by default ... sure I enjoy the Winstone flicks mentioned but that is a timeless classic.
