I mean, he's a multi-division world champion, he's only been down ONCE in his career, he's 43-0. What more does he have to do?
Most will probably say yes, I'm not so sure. He has never been in a FOTY, that's not too good. He has not fought anyone for years who was a legit threat. I'd say HOF material.
He's also been at the top of the p4p rankings for god knows how many years. Whether you love him or you hate him, he is an ATG.
FOTY usually involve back-and-forth fights and/or are very competitive. Floyd's not involved in those type of fights because he's better than his opponents by a wide margin. As such, his fights tend to be one-sided. That's not his fault. He is an ATG. How high on the list is debatable, but clearly beneath top 10.
So did the second best heavyweight of all time, to hold on to a title that was worth virtually nothing in the end, yet you wouldn't question him as an ATG. Give me a well structured argument to why Mayweather isn't an ATG.
