Judah has actually done some solid work at 140 the last two years or so and has done a decent job of earning another title shot. The problem is that its Judah getting another big shot in a fight where most people just aren't interested.

The fight clearly makes sense and I can't blame GBP or Garcia for facing Judah its just most of us just aren't intersted in seeing Judah lose a big fight again.
