Both will be respected and go down as equals. (But both somewhat diminished for not fighting each other)
I'm not selling Pacquiao short. After Barrera what in or near his best Top boxer did he beat. Ledwaba? Sorry but that would be stretching things on your part. Morlaes? The best version he fought beat him. By the time they fought again he was on the decline. Marquez? Even if you think Pacquiao won all three times. Did he ever leave no doubt? Do you really think they would have fought that third time if Marquez didn't look bad against Mayweather at the same weight. Do you really think he would have fought Bradley at 147 if he showed power at 140? Once again if you think he won. He didn't leave any doubt. De La Hoya even if fighting at 147 was his idea should have stayed at 154. Hatton and Mosley should have called it a day after Mayweather. He twice that's twice munipulated ythe rules to give himself 2 championships: Cotto and Margarito. This is after Margarito had been destroyed by Mosley.
Mayweather all day long. Pac is a scumbag cheat, overated homosexual. And if thats who you respect, then that makes you no better.

Pacquiao is the one perceived to be be chasing the tough legacy earning fights whereas Floyd is seen as carefully selecting opponents and at times outright avoiding the obvious big fight in his division. Mayweather as a technical boxer is probably more respected in that way. Both have points which are worthy of respect (and some which aren't) but I reckon Pac would be the obvious choice here for his attitude.

You obviously know DICK about the Philippines and their political system. Just to let you know, the ex-dictator's wife, Imelda Marcos, who's "beloved" husband is blamed for much of the poverty and corruption in the Philippines today and who stole BILLIONS of Filipino Pesos from the country, is also elected to the House of Representatives. Imelda was known for having 2700 pairs of shoes and her declared net worth in 2011 was $22 million(probably a lot more) in a country where, as a politician, she makes a little more than 1k a month. You can be the worst of the worst scum and become president, governor, or hold any other government office in the Philippines.
I don't know... Pacquiao? People are pretty gullible, and believe most of what they see in the media. So I say Pacquiao.
Key word here is PERCEIVED! If he wasn't carefully selecting, then why fight Cotto instead of Mosley, when his own trainer said he wasn't the same and Mosley was coming off a huge win over Margarito and rated the #1 WW? Why not take a silly drug test like others were willing to do and fight Mayweather. Why not fight Margarito before he became irrelevant(that fight was offered and they wanted no part of it). Truth is, he fight some HOFers Marquez, who he's never once beaten without concincingly. Barerra who he beat and was still in his prime(the first time) and Morales who he beat 2 out of 3, but when he fought him at his best, he got spanked. If Floyd has "carefully selected", Pac has done the very same thing.
Be real if this about boxing, then it is floyd. The Philly shell has always been there, but Floyd has made it so popular alot of people call it the Mayweather defense. I mean in terms of work ethic & skills...and people that respect boxing, it will always be Mayweather. Trainers, his peers, boxing writers all respect, his talent, skills, hard work & dedication, some of these people don't even like him...but almost everyone WHO TRULY UNDERSTANDS THE SPORT/CULTURE..respects Floyd Mayweather man. I have never heard anyone say I want to learn how to fight like Pac in the boxing gym.
