I think it is, i mean people compared his speed to Ward, but to be honest it's not like he was very faster than Froch, maybe a little bit. I think he has decent speed, maybe a little faster than Kessler but not much.
He's probably behind Ward and Dirrell in therms of speed. Froch's stance is more bothering, and Bute's deference is vulnerable to some of Froch's best shots.
I think he has good timing, and is fluid when throwing his shots. Ive never watched him and thought jeez this guy is fast

Bute likes to plant his feet in a fairly wide stance & his primary means of defence is upperbody/head movement. He's good at slipping single shots but doesnt have the reflexes to avoid combinations & sustained attacks. Froch was able to land so often because after he stepped in with his left foot Bute didnt readjust & ended up squared up. By not using much lateral movement Bute spent a lot of the fight going straight backwards & onto the ropes.
This is because you watched only his last fight. Check Bute vs. Andrade II! He's very fast. Ward has only better footwork than him.
...and hand speed, defense, array of punches, ring IQ, technique, heart, reflexes, infighting, outfighting, pretty much everything really.
