I'm going through recent and upcoming fights and the situation looks as follows:

    WBC:
Arreola - Stiverne (Jan 26th, listed as "WBC SEMI-FINAL-ELM" on Boxrec)
Mitchell - Banks (Nov 17th, listed as "WBC SEMI-FINAL-ELM" on Boxrec), won by Banks
Winner of Arreola - Stiverne will face Banks, winner is mandatory challenger for Vitali Klitschko in 2013.

    IBF:
    Adamek - Cunningham (Dec 22nd, IBF semi-final eliminator according to http://is.gd/YMMnXI )
Pulev - Ustinov (Sep 29th, IBF semi-final eliminator), won by Pulev
Winner of Adamek - Cunningham will face Pulev, winner is mandatory challenger for Wladimir Klitschko in 2013.

    WBA:
WBA regular champion Povetkin is mandatory for Wladimir Klitschko 18 months after he became regular champion. That would make him mandatory for a bout in February/March of 2013. Povetkin's manager Hrunov has stated that negotiations for this fight have begun now.

    WBO:
Fury - Johnson (Dec 1st, claimed to a 'semi-final eliminator' here http://is.gd/fW1Y0q - doesn't say for which organization but I am guessing this is the WBO?)

Not sure what the other semi-final for the WBO could be?

My take on the upcoming fights:

    1. Arreola should win against Stiverne. I'd also favor Arreola vs. Banks, also that is a closer fight than vs. Stiverne IMO.

    2. Adamek should easily take care of Cunnigham in this rematch at HW. Adamek - Pulev is a toss-up though. Both are technically good, Pulev a bit more raw but powerful, Adamek technically more sound. Should be an exciting fight.

    3. Fury - Johnson is another tough to call fight. Johnson is in an all-or-nothing situation, if he loses this he's done for good. I'd favor Fury here who seems to have improved markedly in the last 2 years.

I didn't know that Fury-Johnson was part of an eliminator, but I'm ok with that, it's great to see these HW matchups being made

If this goes through, I am still convinced that the K bros or Wlad alone will destroy all possible opposition.

The only fight I can see as being competitive would be vs. Kubrat Pulev.

If Pulev cannot handle Averagemek, he has no business challenging Wlad

It'd be nice to see Helenius-Boystov set up as the other WBO semi-final eliminator.

I'd even say that he must defeat him easily to be considered a threat.

I don't believe Fury-Johnson is an eliminator at all. A lot of times Boxrec just plain gets these things wrong.

#1 contender for the WBA 'regular' title.

Boxrec isn't listing it as an eliminator. The article I linked above quoted Peter Fury as saying it's a semi-final eliminator. Unfortunately he missed mentioning the organization :patsch

Trainer and uncle Peter Fury has spoken to WBN to dismiss any criticism of the choice of opponent as Fury replaces undefeated Russian Denis Boytsov with the former Vitali Klitschko victim for his semi-final eliminator.

I remember Boytsov demanding that his fight vs. Fury (which fell apart) be organized as a WBO eliminator, hence I figured Fury vs. Johnson may be for a spot at the WBO, simply because it's the only major organization available. It's just my best guess though and I could be wrong.

    It was WBC.

    WBC rankings are:

    1 - Chris Arreola
    2 - Bermane Stiverne
    3 - Tyson Fury
    4 - Denis Boytsov
    5 - Tony Grano
    6 - Johnathon Banks
    7 - Seth Mitchell

This is why it was Arreola vs Stivern, Fury vs Boytsov. Banks fought Mitchell which is why Grano was mentioned as a possible replacement for Boytsov but it ended up being Johnson. Johnson is ranked number 32 hence the uncertainty as to whether this will still be an eliminator.
