You do understand that Garcia and Morales hired USADA to test them both as a private agreement between the two, right? That doesn't give them any authority over the promoters, the WBC or the NSAC, who all pushed for the fight to go through knowing full well that Morales had tested positive for clenbuterol. You want to blame someone for allowing Morales to test positive for a banned substance with no repercussions? Blame the WBC or the NSAC. USADA didn't have the authority to do **** aside from re-testing Morales. They were contracted to test and report back with their findings, and that's exactly what they did.
