A unified boxing league wouldn't solve a lot of the problems in boxing. People tend to think they would all disappear, but they wouldn't. It would likely end up semi-rigged like the NBA. Participants with larger audiences would get the calls and the breaks. PED testing in major leagues is hardly consistent or fair, either. MLB's policy is a joke, the NBA straight up doesn't test, and look at the NFL guys.
