Its worth whatever you think its worth, but Burns did at least see Jeffries fight which 95% of those that rate him did not.
Burns,for probably the most bigoted of reasons,would never have admitted that Jack Johnson was the best ever up to that time.
At least Burns fought Johnson and allowed him a shot at the title. That was more than a lot of previous and some later champs allowed a black man.
