Objectively, the only guys that he could have fought and didn't was Tszyu and Margarito. Spadafora is another one but, he was having serious personal problems when a fight could have been made at LW.
If you'd meant this Decade so far (Jan 1, 2010 till now), it would be close between JMM and Pac, with JMM possibly having the edge on account of last week's performance. Floyd finishes third as he doesn't have enough activity. I would probably give Andre Ward a mention. He won the super six, beating both Kessler and Froch, and he destroyed Chad. If you mean the last 10 years, it's Pac then Floyd. Both have more good/great wins than JMM.
Mayweather should have been Fighter of the Decade but we all know Bob Arum paid people off for Manny to get it.
