Honourable mentions from just below the top would be Kalambay, prime Oscar, McCallum,Hopkins,Barrera and early Winky.
I remember finding out from this forum that Livingstone Bramble was a great counter puncher too.
And of course,El Flaco was the master of picking the right opportunity to counter.
Holyfield is under-appreciated in this category as well.
And on the recommendation of a very knowledgable poster,I discovered that Eddie Mustafa Muhammed is another unappreciated great counter puncher.

Marquez is ATG in two categories. First is his combination punching. Second is counterpunching which he also usually does in combination. Sure JMM had some tough fights but he rarely was ever dominated and left his mark on every fight or fighter he faced.

Mayweather is brilliant with the pull counter. Toney, Pep, Marquez, Sanchez, Jones Jr.,, Sweet Pea...

Surprised no-one has mentioned Tszyu yet.

One match-up that bears thinking about with this style in mind is Tszyu Vs. Pacquiao, after what took place in the Marquez vs. Pac quadrilogy.

Roy Jones Jr has got to be considered. Dude would counter someone while they were thinking about throwing a punch.

Whitaker comes to mind first. Not just the skill but the SPEED, both with head movement and the actual c-punches.

RJJ also great, but not as lightning fast.

    Duran, of course.

And Ali, a man who could land a power punch while moving backwards.
