Actually that's because he's also of African-American descent. His father was an Air Force guy stationed at the Clark Air Base back when it was controlled by the Americans.

Coincidentally, there are black filipinos. We have indiginous aborigine tribes living in some mountains and were in fact the first settlers of the Philippines before the Malays came. The local term for them is Aeta or the spanish Negrito (which is soon falling out of favor for obvious reasons). Technically however, they are Melanesians who are related to Australian Aborigines.

 

Something interesting is despite skin color, they're generally the most genetically distant population relative to Africans.
