He was a very good fighter , but he was just a notch below the top level. He's certified HOF but he just wasn't special enough to be ATG.
He made a career of winning vacant titles against bums, once he stepped up in competition he lost. 3 of his 4 titles were vacant, the only champion he beat was Yuri foreman. I think that says it all. In order to be an ATG you need a win against a prime ATG

Look up the opposition for those vacant titles and his defenses, he was brought up the hard way. Cotto beat plenty of guys who went on to become champions later as well.
