    No its not. Roy has wins over Hopkins and Toney and he won with ease

    Malinga
    Gonzalez

    Thornton

    Has fought across 5 divisions. And jumping weight from middleweight to heavyweight is by far harder than the measly grams you need to gain to jump divisions in the lower weight classes.

    Consider Pacquiao jumped from 112-150. Roy jumped from 160-205. Fighting in divisions where everyone has KO power

    RJJ is one of the few fighters rated in the ATG list based on his skills before his resume.... much like how SRR is considered number 1............ RJJ blew through competition and was head sand shoulders above every fighter in his era.. including... De LA HOYA, Mayweather, Holyfield, Lewis, Hopkins, Toney, Mosley and many others.... before the Ruiz fight he only lost once.. and that was a disqualification where he vindicated it by a first round KO

    Mayweather is nice and great.... but RJJ was something special.. it's close but I edge it to RJJ..

    This is not even really close as of right now. Not only does Roy have the better signature wins. His resume has more depth as well. Roy beat 20+ world rated opponents from Middleweight to Heavyweight. Nobody has beaten as many world level opponents since Ali retired. Pac, Mayweather & Whitaker are close though. Infact, Pac/Mayweather with a win over the other, would leapfrog Roy in my book.
