Wlad is the lineal champion I assure you. He has the Ring title. Someone always is the lineal title. That title is never vacant for long. Lewis retired gave up the lineal title he won from Briggs and re-won from Rahman. Lewis retired thus vacating the title. The next best heavyweight was Vitali at the time. The Lineal title being physically represented by the Ring title was won by Vitali Klitschko. Vitali retired and that title was won by Wlad. Wlad was certainly the best around when Vitali was retired thus making it unnecessary for Wlad to fight Vitali. Wlad's the true champion,he has all but one of the belts. The man Vitali won the WBC title from was beaten by Wlad twice.

He retired after beating Spinks. Strictly speaking 1v2 didnt occur until Tyson v Spinks in 88. A fighter cannot keep his belt in retirement otherwise there would have been no champion after Tunney.
I was referring to your #1 must face #2 rule and then stated my own opinion about Povetkin should be #2 if Vitali retires, There isn't any reasonable justification for Haye being above him. I'd love to hear the basis for your TBR ratings having him higher though. Haye Ruiz (Ancient and had not been revelant for 4 years) Chisora Valuev (a fight that even some Brits didn't think he won where he averaged 12 punches per round) Povetkin Byrd Chambers Chagaev (past prime but still top 10 and beat Valuev H2H) Huck (no more controversial than Haye's win over Valuev)
Haye outlanded Valuev 1,5:1 minimum. And Haye threw powershots while Valuev did some grazing jabs. Nothing controversial about it. Valuev was pretty ancient though because gigantism makes you decline very fast.

I personally do have haye as next best after Vitali. I only have him losing to Wlad in the division and I don't see anyone else beating him. Pov lost to Huck on my card. Pov is probably the next best HW after Haye though The whole point is moot because Sasha is wlads mandatory again and providing he doesn't turn the fight down he'll find himself losing maybe by stoppage given the frequency Huck could land the right hand.
Vitali won the title he dropped on the first day of his comeback. Wlad has done absolutely nothing to leapfrog him.
You still cant come to terms with the fact its Wlad who doesn't want it. Why would Wlad be threatened with being stripped if Povektin is trying to turn it down.
