Its "steroid" but so is cholesterol. Cholesterol is also used to make testosterone by the body and is actually the most important compound needed to make it. There is a major difference between synthetic anabolic steroids that build muscle and endogenous stuff like androstenedione which even at its highest doses will hardly do anything to build muscle.
