Whitaker gets my vote as the technical ATG, though there are so many worthy names... Possibly the best technical boxer currently fighting is Sergey Kovalev. He's not slick, & he's not super fast, but he does everything right, and with absolutely no holes in his game.
Most of the obvious guys have been mentioned already. Probably one of the most underrated, overlooked ring technician is Sumbu Kalambay. Just glad someone actually posted a video of this fine boxer. Other guys worth mentioning are Donald Curry and Orlando Canizales. I think Arbachakov is a better version of Lopez, supurb Boxer/Puncher but had a better inside game. Plus he didn't have a size advantage over almost all his opponents.
