Donaire/Rigo in doubt - Rigo doesn't agree to VADA testing

I don't like this first Rigo agreed to additional testing so what's the issue. Secondly why did Donaire allow Arce not to take the same tests that Rigo is going to take?

I would guess it has something to do with the fact that Rico is Cuban and his buddy Gamboa just got busted buying PEDS from a lab in Miami, where he trains.
