DeMarco was 143 also over the weight limit, Rees was 150 fight night.

Brandon Rios and any other fighter can come in the ring whatever weight they want, fact is this they make weight when they are supposed to.

As for Rios's power and Broner's that **** is genetic. Cotto moved up from 140 and lost punching power, while still being bigger than a majority of his 147 competition.
