Not because other fighters do, cause he's in unknown territory. Other fighter's lose effectiveness much sooner. Some can't go up 1 division and stay world class, see Hatton. Some ask to defend a belt at a CW in their 3rd. And the closest comp is too small to defend his 2x champ status in his 5th, at super welter he'll only fight guys that started at 140 or lower.

But rest assured I'd give Floyd tons of credit for Martinez at 158, not to mention Ward at 166. I'd give him slightly less credit for SM at 156, a little less (still plenty) at 154, but 0 credit for ducking out altogether.

On the contrary, Pac beating DLH proved nothing about his ability at welter. Obviously that DLH gets crushed by top welters. Pac gets credit cause that was only obvious after the fact. He took a massive risk coming in, to his health even.

    Yup.

Everything, everything in boxing is a balance of risk and reward.

Especially for the top fighters, the more money involved, the more reward at stake, the more important calculated risks become.

I just explained, but here it is again:

    1. DLH was not a legit welter
    2. DLH was making a weight concession (3lbs vs his previous fight, 7lbs 2 fights back)
    3. Pac was making a massive weight concession (12lbs, or 17lbs 2 fights back)
    4. Pac had no intention of going to welter, he got an offer he couldn't refuse. Is Josesito Lopez a super welter now?

Notice once he won his 7th belt of Cotto, he was not too small to defend it, like 2x champ Floyd with his 5th belt.

"Pac had no intention of going to welter"

Is that why he fought at welter 11 months later and has never gone down since?

He shocked us all and probably himself by proving very effective (and able to take a punch, till now) at 147. What do you suppose the odds on him vs Cotto would have been 12 months prior to the fight?

There is no reason to believe that Pac wouldn't feel comfortable at WW. Since he looked fast and strong at WW in his first attempt there. The only problem would be how strong the opponent would be at WW not how Pac would be able to handle the weight himself.

Most fighters cut weight in order to face smaller fighters not because they can't handle the weight.

When you say a pimp (Bob Arum) is hard on his ***** (Pacquiao), it doesn’t mean he beats his ***** (Pacquiao) or he’s an ******* to them at all times. It just means that you’re strict with your ***** (Pacquiao). A pimp (Bob Arum) is always in control of his ***** (Pacquiao) and in order to stay in control at all times you need to be hard on your ***** (Pacquiao). You can’t allow your ***** (Pacquiao) to think that they’ve got an inch of leeway. As soon as ***** (Pacquiao) thinks she’s got an inch of leeway she will get lazy or take advantage. Being hard on your ***** (Pacquiao) means that you don’t give them breathing room, that you’re on top of them and you always know what’s going on at all times.:deal

Not comfortable, effective. Cotto is definitely more comfortable at 154, maybe even at 160, not so threatening there. Hatton definitely wasn't comfortable at 140, but he was much more effective there than the more comfortable weights like 147, 154, or 175.

The most important thing you can do to be hard on your ***** (Pacquiao) is to always increase your expectations of your ***** (Pacquiao). If you got a ***** that can **** 5 tricks a day, then tell her you want her to **** 6 tricks a day (A few fights a year). If you got a ***** (Pacquiao) that is “OK” with you having other bitches (Bradley, Rios, Donaire), tell her you want her to help you turn out new bitches (Bradley, Rios, Donaire). Whatever your current expectations are of your ***** (Pacquiao), make sure once she’s achieving them that you’re increasing your expectations. This keeps ***** (Pacquiao) on their toes. Once a ***** (Pacquiao) feels like she’s doing everything expected of her she will get very comfortable and lazy. She will also start to look down on your other bitches that you’re pushing because she’ll think she’s doing everything expected of her and they’re not and therefor she’s more special to you. The bottom line is if you’re always increasing your expectations out of ***** (Pacquiao), then they’re going to make you more money. There is no ***** (Pacquiao) in the world that will **** 10 tricks a day, come home and make you a perfect meal following all of your rules and never give you a moment of attitude. So no matter how good your bitches are, they are never going to be perfect therefor you can increase your expectations on any ***** (Pacquiao).

2 fights prior he was fighting at 130. 1 fight prior he was at 135
2 fights prior DLH was at 154. 1 fight prior at 150

    What's unclear?
