It was only when he used his maths degree and realised that he was being schooled and needed to take the fight to Bellew more that he came back into it.
What are you talking about? It was when he tried to box Bellew that he found himself in trouble. It was his superior stamina and work rate that enabled him to sneak a very close decision.

Yeah, blaming anyone and everyone whenever he loses except himself. Claiming to be the victim of some universe-wide conspiracy when he lost to Peterson, knifing his ex-trainer for being a crap coach who can't teach defence after Roach had rescued him up from the gutter. Even had a pop at Roach's Parkinsons. Khan is a great fighter but he doesn't set a good example for other fighters at all. His attitude the majority of the time is that of a spoilt, entitled brat who doesn't like it when he's humbled. If Khan had a better attitude he'd been one of the most popular fighters in the sport because his resume is fantastic for a world champion. Behaves like a little girl though which ruins it and makes him so damn unlikeable to most fans. Giving him rankings like this will do nothing but inflate his delusions and beliefs to entitlement further.
Khan just comes over badly, which puts the hardcore off of him. But there's one thing in your post I take issue with. Khan had to go to Washington DC because GBP was losing money trying to paper the venues in Las Vegas and NYC where he'd fought previously. Peterson was at least an attraction GBP could build into a ticket-seller for that fight (and it was a big part of the promotion).
