Sure. With Money returning to WW, The Ring did the right thing throwing the title at the no1 vs. no2 showdown.

But were they the no 1 and 2 without question?
With Mayweather going back down to welter he would dissapear from the 154 ratings otherwise Mayweather was the no 1 by The Ring aswell.

But has he gone back down though? I've not heard him vacate his belt yet.

I could be wrong but I thought he was still competing in both divisions.

Mayweather is a welterweight who had all but one fight in the past 6 years at welterweight, where he fights Guerrero, therefore he should be considered a welterweight.

Who would the no1 and no2 LMW be then?

Floyd is ranked no1 at WW, so The Ring rightfully decided that since Floyd is not fighting at LMW anytime soon and it's almost a year since he last fought anyway, the two current best and available LMWs should square off for the belt, which Trout and Canelo did. Happened before.

Of course he is. Mayflower goes back to ww, and probably won't return.
If he just fought Canelo or Trout and won, he would have been the champ. But where were they when Floyd dominated at the age of 21...
