How else can you put the guy who hasn't actually beaten anyone or note in an all time sense at the top, and the guy who beat the most notable fighters at the bottom? How can you put Ali below Foreman when prime Foreman was beaten by a past-prime Ali, and later almost got KO'd by Ron Lyle and then got outboxed and knocked down by Jimmy Young?
