Nah, Toney would lose to Wlad for sure, and at HW doesn't have the power to KO Wlad; however, it would go the distance. Toney would roll the jabs and slip the rights often, even at HW, and would likely cause damage during the holds. But, Wlad would land, and severely outwork Toney and win by points. It would be a good fight better than anything as of late, even now that Toney is a shadow of a shell of himself. :thumbsup
