It was well known Toney was struggling with the weight, it happened in previous bouts, it's mention in the interview you posted and Ray Leonard mentioned it in an interview before the fight. He gained 17lbs after the weight in which is a huge amount for any fighter to gain.
So he was struggling with weight, it was still a great win for Roy Jones. Funny his weight struggles didn't stop him from becoming a MW or SMW world champion, and one of the pound for pound best.. But since he lost to Roy, it has to be an excuse.

Incidentally number 6 on his list beat number 1, and number 7 beat number 3 in head to head matches.:huh Keep in mind number 6 and 7 were both undefeated at this weight, so there would be no losses canceling out their head to head superiority over 1 and 3.
