Then I would classify that as Manny because it was his promoter.

I agree, Floyd played his part in not making the fight happen too, but Manny put himself behind a wall named Top Rank. Floyd went out on his own before he was the highest paid fighter. Manny had the money and the popularity to step out but chose to stay with Top rank Knowing it would limit the fights he could get. The fact is staying with Arum keeps Manny away from a lot of fighters not just floyd. Matthysse,garcia,Alexander,Khan,Broner,....... and many more I can't think of right now. Great way to duck an entire weight class, have a promoter that won't deal with the promoter who has all the top names at 140 and 147.

    Floyd, without any doubt.

Pac agreed to all tests back before the Margarito fight, and Floyd pretended not to hear. Then for a while Floyd would always pick his opponents just before Manny became available to fight. Then Floyd had to have a few tune ups first. Then Floyd threw up the roadblock saying he had to have all the PPV revenues. Somewhere in there Floyd assaulted a few people and went to jail and more "I need more tune ups" nonsense. Then the "Pacquiao, you're next, " "Don't put words in my mouth" nonsense. Now he's saying Pac is past it, Pac has to be his employee, wah wah wah wah wah.

    I blame all parties involved.

No one can take 100% blame.

I also see the fight happening anyway, now, so all this talk is irrelevant IMO
