I thought Alexander Frenkel had a lot of potential, but he inexplicably gave up boxing. The best ever was possibly Benny Leonard. Ted "Kid" Lewis also rates as one of the best. Although he had little punching power, the original slapper Maxie Rosenbloom was one of the slickest and most athletic boxers of all time.
Benny Leonard would be my choice for all-time. Since 1970? Depends on whether you consider Zab Judah "Jewish." If yes, I'd say it's him. If not, probably Mike Rossman. Dana Rosenblatt might also deserve some consideration here. Other than this, the pickings are pretty slim.
